Development Activities

Heartland Lakes Development Commission facilitates development when necessary to Inspire and Retain Economic Growth primarily in the areas of housing and infrastructure development.  Communities can partner with HLDC to develop projects using a variety of public and private funding that results in expanding the tax capacity and quality of place.

Pine Crest Apartments

Open in 2024, this 58 – unit apartment complex addresses a shortage of housing affordable to the community’s workforce.  The project was developed and is owned and managed by Heartland Lakes Development Commission with the support of the entire community.  Featuring studio to 3 – bedroom units in two buildings with a community building and playground for resident use in a growing area of Park Rapids.  The complex provides an attractive living environment at a reasonable rate.

Heartland Heights

This housing subdivision project is currently in development with construction expected to begin early 2026.  It is part of the effort to respond to the community’s need for affordable workforce housing.  The development, when complete, will provide 75 single family lots for home ownership opportunities.  It also includes an approximately 3-acre city park.  Adjacent to the recently opened Pine Crest Apartments these lots will provide the next step in the housing continuum for area residents.

Countyline Estates

A project of Hubbard County HRA-EDA, developed by HLDC, which resulted in the creation of seven new single-family lots for new development in Northern Hubbard County.  Hubbard County HRA-EDA acquired tax forfeited land through the auction process, created a plat and sold the lots through a public bid process.  Successful bidders are required to construct a single-family home that meets specific requirements within two years of closing.  All seven lots were sold with new home construction expected to start in early 2026.

Pine Crest Childcare

Due to the shortage of available childcare slots in Hubbard County HLDC made revisions during the development of Pine Crest Apartments to incorporate two units for childcare within the complex.  As a result, the development includes two units within one of the buildings that are separated for the rest of the building and provide a separate secured entrance.  Construction costs were included within the costs for the multifamily projects, leaving only the costs associated with outfitting the space for special family childcare.  Providers are independent small business owners and receive a discounted rental rate and can be licensed for up to 10 children.  The providers cannot live in the childcare units.
